With an overall score of 90.1, Greece performs particularly strongly across the factors that matter most to retirees: 91 for Visas/Retiree Benefits, 88 for Housing, 88 for Cost of Living, 89 for Climate, 89 for Healthcare and an exceptional 98 for Affinity.

This recognition is more than a lifestyle accolade. It helps explain a broader shift emerging within Greece’s international residential property market: foreign buyers are increasingly purchasing homes with the intention of making Greece their permanent base.

According to the accompanying market data, 30.8% of international buyers are purchasing property for permanent relocation, rather than seasonal use. At the same time, the market is seeing strong demand from high-net-worth retirees seeking to benefit from strategic tax regimes.

The message is becoming increasingly clear: Greece is evolving from a holiday destination into a retirement, residency and real-estate destination.

The Retirement Proposition: More Than Sun and Sea

International Living’s 2026 ranking is significant because it evaluates retirement through a much broader lens than climate or property prices.

Its methodology considers the practical realities of establishing a life overseas, including healthcare, cost of living, housing, climate, retiree benefits and the ability to integrate into the local community. The organisation positions the index as a decision-making framework for individuals considering retirement abroad.

Greece’s particularly strong performance across these categories demonstrates the breadth of its proposition.

The country combines the appeal of the Mediterranean lifestyle with practical considerations that become increasingly important when a holiday turns into a permanent relocation: access to healthcare, manageable living costs, housing options, climate, community and financial efficiency. This broader appeal closely mirrors what is happening in the property market.

International demand is no longer being driven exclusively by buyers seeking a second home or seasonal retreat. A growing segment is looking for something more permanent: a home, a lifestyle and a long-term base in Europe.

The Financial Advantage: Greece’s 7% Retiree Tax Regime

Lifestyle may bring Greece onto a retiree’s shortlist, but financial considerations can play a decisive role in turning interest into action.

One of the most important elements of Greece’s proposition for foreign retirees is the special tax regime under Article 5B of the Greek Income Tax Code.

According to the Independent Authority for Public Revenue (AADE), individuals receiving a pension from abroad may, subject to applicable conditions, transfer their tax residence to Greece and opt for an alternative taxation regime for their foreign-sourced income.

Under this regime, eligible individuals can benefit from a 7% tax rate on total foreign-sourced income for 15 consecutive tax years.

Eligibility includes, among other conditions:

  • Not having been a Greek tax resident for five of the previous six years; and
  • Transferring tax residence from a country with which Greece has an applicable tax cooperation arrangement.

For prospective retirees, this can materially change the economics of relocation.

The decision is not simply about comparing the purchase price of a villa in Greece with property prices elsewhere. A sophisticated retirement assessment can involve the tax treatment of pension income, healthcare costs, everyday living expenses, housing costs, climate and overall quality of life.

The Greek government also identifies these special tax regimes as instruments designed to attract new tax residents and stimulate economic activity, investment and employment.

This creates a compelling chain:

Lifestyle: The Factor That Converts Interest Into Commitment

Tax efficiency may attract attention, but lifestyle is what can turn a financial proposition into a long-term decision.

Greece’s No. 1 position in the International Living ranking reflects the fact that its appeal extends well beyond taxation.

Its exceptional 98 Affinity score highlights the importance of social integration and the ability to feel at home. Strong scores for climate and healthcare further reinforce the practical advantages of long-term residence.

International Living’s assessment also emphasises Greece’s Mediterranean lifestyle, slower pace of life, community and connection with nature.

These elements matter because successful retirement migration is rarely driven by a single variable.

A favourable tax regime may put Greece on the shortlist.

Lifestyle can persuade a retiree to stay.

And permanent residents generate a fundamentally different economic impact from seasonal visitors. A holidaymaker spends during a short visit. A permanent resident contributes throughout the year through housing, food, healthcare, transportation, maintenance, services and leisure.

The supplied market analysis similarly identifies year-round local economic integration as a factor supporting long-term value retention.

The Emergence of a New International Buyer

This is why the 30.8% permanent-relocation figure deserves particular attention.

It suggests that international demand is becoming increasingly embedded within Greece’s residential market rather than being driven solely by seasonal or investment purchases.

A villa purchased by a retiree intending to relocate permanently is fundamentally different from a holiday apartment purchased for occasional use.

The buyer is assessing much more than price or potential appreciation. They are evaluating:
