Greece: From Mediterranean Escape to a New Home for Global Retirees

“How retirement incentives, lifestyle advantages and real estate are converging to reshape Greece’s appeal to international buyers”

Greece has long been synonymous with summer holidays, Mediterranean beaches and a relaxed way of life. But a more significant transformation is now underway: Greece is increasingly becoming a destination not simply to visit, but to live.

The latest International Living Global Retirement Index 2026 places Greece at No. 1 in the world for retirement, ahead of Panama, Costa Rica, Portugal and other established retirement destinations. With an overall score of 90.1, Greece performs particularly strongly across the factors that matter most to retirees: 91 for Visas/Retiree Benefits, 88 for Housing, 88 for Cost of Living, 89 for Climate, 89 for Healthcare and an exceptional 98 for Affinity.

This recognition is more than a lifestyle accolade. It helps explain a broader shift emerging within Greece’s international residential property market: foreign buyers are increasingly purchasing homes with the intention of making Greece their permanent base.

According to the accompanying market data, 30.8% of international buyers are purchasing property for permanent relocation, rather than seasonal use. At the same time, the market is seeing strong demand from high-net-worth retirees seeking to benefit from strategic tax regimes.

The message is becoming increasingly clear: Greece is evolving from a holiday destination into a retirement, residency and real-estate destination.

The Retirement Proposition: More Than Sun and Sea

International Living’s 2026 ranking is significant because it evaluates retirement through a much broader lens than climate or property prices.

Its methodology considers the practical realities of establishing a life overseas, including healthcare, cost of living, housing, climate, retiree benefits and the ability to integrate into the local community. The organisation positions the index as a decision-making framework for individuals considering retirement abroad.

Greece’s particularly strong performance across these categories demonstrates the breadth of its proposition.

The country combines the appeal of the Mediterranean lifestyle with practical considerations that become increasingly important when a holiday turns into a permanent relocation: access to healthcare, manageable living costs, housing options, climate, community and financial efficiency. This broader appeal closely mirrors what is happening in the property market.

International demand is no longer being driven exclusively by buyers seeking a second home or seasonal retreat. A growing segment is looking for something more permanent: a home, a lifestyle and a long-term base in Europe.

The Financial Advantage: Greece’s 7% Retiree Tax Regime

Lifestyle may bring Greece onto a retiree’s shortlist, but financial considerations can play a decisive role in turning interest into action.

One of the most important elements of Greece’s proposition for foreign retirees is the special tax regime under Article 5B of the Greek Income Tax Code.

According to the Independent Authority for Public Revenue (AADE), individuals receiving a pension from abroad may, subject to applicable conditions, transfer their tax residence to Greece and opt for an alternative taxation regime for their foreign-sourced income.

Under this regime, eligible individuals can benefit from a 7% tax rate on total foreign-sourced income for 15 consecutive tax years.

Eligibility includes, among other conditions:

  • Not having been a Greek tax resident for five of the previous six years; and
  • Transferring tax residence from a country with which Greece has an applicable tax cooperation arrangement.

For prospective retirees, this can materially change the economics of relocation.

The decision is not simply about comparing the purchase price of a villa in Greece with property prices elsewhere. A sophisticated retirement assessment can involve the tax treatment of pension income, healthcare costs, everyday living expenses, housing costs, climate and overall quality of life.

The Greek government also identifies these special tax regimes as instruments designed to attract new tax residents and stimulate economic activity, investment and employment.

In this context, the retiree tax incentive is not an isolated property-market measure. It forms part of a broader strategy to attract international individuals, capital and spending power to Greece.

Why Retirement Relocation Is Reshaping Property Demand

When the purpose of a property purchase changes from holiday use to permanent living, buyer priorities change with it.

The supplied market data shows a pronounced preference for villas, which account for 68.2% of capital allocation, compared with 17.2% for apartments among the international buyers covered.

The data also indicates that 71.7% of buyers are focusing on turn-key and new-build properties.

For retirees, this preference is understandable. International relocation is rarely the ideal moment to undertake a lengthy construction or renovation project. Buyers are more likely to prioritise homes that can provide comfort and functionality from day one.

That means factors such as:

  • Accessibility
  • Comfort
  • Outdoor space
  • Proximity to services
  • Ease of maintenance
  • Overall quality of life

can become more important than characteristics traditionally associated with purely investment-led purchases.

The primary international transaction range identified in the market data is approximately €320,000–€340,000, while tax optimisation and Greece’s retiree and non-dom frameworks are highlighted as important drivers of cross-border wealth migration.

This creates a compelling chain:

Retirement incentives → Relocation demand → Permanent homes → Property investment → Local economic integration

Lifestyle: The Factor That Converts Interest Into Commitment

Tax efficiency may attract attention, but lifestyle is what can turn a financial proposition into a long-term decision.

Greece’s No. 1 position in the International Living ranking reflects the fact that its appeal extends well beyond taxation.

Its exceptional 98 Affinity score highlights the importance of social integration and the ability to feel at home. Strong scores for climate and healthcare further reinforce the practical advantages of long-term residence.

International Living’s assessment also emphasises Greece’s Mediterranean lifestyle, slower pace of life, community and connection with nature.

These elements matter because successful retirement migration is rarely driven by a single variable.

A favourable tax regime may put Greece on the shortlist.

Lifestyle can persuade a retiree to stay.

And permanent residents generate a fundamentally different economic impact from seasonal visitors. A holidaymaker spends during a short visit. A permanent resident contributes throughout the year through housing, food, healthcare, transportation, maintenance, services and leisure.

The supplied market analysis similarly identifies year-round local economic integration as a factor supporting long-term value retention.

The Emergence of a New International Buyer

This is why the 30.8% permanent-relocation figure deserves particular attention.

It suggests that international demand is becoming increasingly embedded within Greece’s residential market rather than being driven solely by seasonal or investment purchases.

The international retiree may not approach the Greek property market as a conventional investor seeking only a short-term financial return.

Instead, a single property can potentially serve several purposes simultaneously:

A permanent residence.
A place to build a new chapter of life.

A store of wealth.
A tangible European asset within a diversified portfolio.

A lifestyle investment.
Access to Greece’s climate, community and Mediterranean way of life.

A potential tax-residence base.
For individuals who meet the relevant eligibility requirements.

A long-term family asset.
A property that can potentially remain within the family for future generations.

This represents an important evolution in Greece’s international property story.

The country has traditionally been associated with tourism and investment migration. The emerging retirement segment adds another dimension: wealth migration driven by the intersection of lifestyle, taxation and long-term residency.

From Capital Inflow to Permanent Residency

The combination of Greece’s No. 1 retirement ranking, its retiree tax incentives and changing international buyer behaviour points towards a broader structural development.

Greece is increasingly competing not only for tourists, but for people’s permanent homes and long-term capital.

AADE identifies Articles 5A, 5B and 5C as part of a broader framework intended to attract individuals who transfer their tax residence to Greece, with Article 5B specifically targeting individuals receiving pensions from abroad.

For the real-estate sector, this creates an important connection.

The more compelling Greece becomes as a retirement destination, the more relevant residential property becomes as part of the relocation decision.

And the market data suggests that this is already becoming visible in buyer behaviour, with nearly one in three international buyers reportedly purchasing with permanent relocation in mind.

What This Means for Greece’s Real Estate Market

The implications extend beyond individual property transactions.

Greece’s international residential market may increasingly need to be viewed through the lens of people, not simply properties.

A villa purchased by a retiree intending to relocate permanently is fundamentally different from a holiday apartment purchased for occasional use.

The buyer is assessing much more than price or potential appreciation. They are evaluating:

Healthcare | Taxation | Community | Accessibility | Infrastructure | Quality of Life

That is precisely why Greece’s No. 1 position in the International Living Global Retirement Index 2026 is relevant to the property market.

The ranking validates the lifestyle proposition.

The tax regime strengthens the financial proposition.

And the growing share of international buyers purchasing for permanent relocation provides evidence that these factors are increasingly translating into real-world demand.

The Bigger Opportunity: Building Homes, Not Just Properties

The opportunity for Greece may therefore be considerably larger than attracting another wave of foreign property buyers.

It is about attracting long-term residents with capital, pensions and spending power who intend to make Greece their home.

For investors, developers and advisers, this distinction could become increasingly important.

The strongest opportunities may not simply lie in building properties for international buyers.

They may lie in creating homes, communities and lifestyle ecosystems designed for an international retirement population.

That could reshape how the market approaches residential development, property positioning and international marketing.

Greece’s Next Chapter

Greece’s transformation from a seasonal destination into a permanent base is already underway.

Its position at the top of the 2026 Global Retirement Index, combined with targeted retiree tax incentives and changing international buyer behaviour, suggests that this is becoming much more than a tourism story.

It is increasingly a story about retirement, residency and real estate—and the powerful investment thesis created when all three converge.

For the international retiree, Greece offers the possibility of something more valuable than a holiday home:

A place to live. A lifestyle to enjoy. A financial framework to consider. And a home for the next chapter.
